Questions and answers:

Do you think a person in charge of the company has a hot work certificate?
The hot work certificate is personal, which means that everyone who performs hot work must have a certificate.

Did you say charging the battery is hot work?
No, charging batteries is not hot work.

What is the situation with the extinguishing agents, can I choose the type myself now?
Yes. Suitable extinguishing equipment in regulatory condition, minimum 2 pcs. A 6 kg/litre hand fire extinguisher must be readily available. One hand-held fire extinguisher can be replaced with a fire hose with water up to the jet tube.

Guidance: The Norwegian Fire Protection Association says:

The contractor must assess which type of extinguishing agent is most suitable. This assessment is made by assessing the properties of the extinguishing agent against the environment where the hot work is carried out. It is the contractor's responsibility to bring suitable extinguishing media, unless otherwise agreed in writing. In addition to the type of extinguishing agent to be assessed, the extinguishing agent's extinguishing effect must also be sufficient. Combination of type of extinguishing agent, number of hand extinguishers and extinguishing effect are important elements in an assessment. Powder as an extinguishing agent is in most cases the most suitable extinguishing agent which, due to its properties and good extinguishing effect, can handle most fires. Recommended extinguishing power for powder apparatus is minimum class 34 A. Foam as an extinguishing agent has many of the same properties as powder and can be suitable for multitasking related to hot work. One of the challenges with foam devices is that most devices on the market cannot be used at low temperatures. The lowest recommended working temperature is described on the extinguisher. In a few cases, the most suitable extinguishing agent may be CO2. The most common size of CO2 devices is 5 kg. In order to satisfy the requirements of the safety regulations, at least 3 must be brought with you. 5 kg CO2 devices. The fire hose in this context will be a fire hose with an internal diameter of 19 mm with a central insertion on the drum. The safety regulations require that the selected extinguishing agent must be in a regulatory condition. This means that the fire extinguishers must be subject to systematic maintenance, in accordance with current standards. For handheld devices, the current standard NS3910 is used and for fire hoses NS-EN 671-3.

If the parties involved choose to use extinguishing equipment that is permanently deployed at the workplace to meet the safety regulations' requirements for extinguishing agents, this means a reduction in the building's fire preparedness. This requires compensatory measures to be taken to safeguard general fire safety in the building. To avoid the building's fire preparedness being weakened, it is recommended that you bring your own extinguishing equipment. The choice of type of extinguishing agent and quantity must be documented in the work instructions.

When will it become a requirement for maritime personnel to take this course?
On that day, the Norwegian Marine Insurance Plan includes this in its safety regulations, but remember that hot work should always be carried out in accordance with work instructions and that such work always requires good planning.

Must there be a separate instruction for hot work or is it covered in a work permit system?
Work instructions for the execution of hot works issued by Finans Norge or equivalent instructions must be completed and signed before the work is carried out. As long as their instructions in the work permit system cover the same points as described in the Work Instructions published by Finans Norge, then it is OK.

Is it possible to extend the work instructions (if the work continues over several days)? Or should a new work instruction be created for each day?
It is possible to draw up work instructions that apply over a period of time. This applies in cases where the hot work is to be carried out in an area with the same work operations and with the same risk picture. If the risk picture changes, new work instructions must be drawn up to ensure safety.

Why is it called a regulation when it is published by an association and it does not contain paragraphs but points?
A good question. This is what the insurance companies chose to call this safety instruction. Regulation also means a decision.

Does the completion of work instructions apply when you carry out work for a client and not within your own company?
The work instructions must be filled in anyway

A shipyard deals with the repair of foreign ships. Can foreign crew from a ship under repair be used as a fire watch if they get a certificate?
Yes, anyone who has a certificate issued by the Norwegian Fire Protection Association or the association's sister organizations in the Nordics can perform and be an approved fire watch.

Should the form be called SJA / Arbeidsintruks?
SJA is an incorporated term, this is a good proposal that we would like to pass on to the Norwegian Fire Protection Association as a proposal/input.

Is it possible/legal to risk assess that there is no need for a fire watch after the work is finished? This is in areas where there are no flammable materials/liquids, typically outdoors.
Regardless of the risk of fire, the fire watch must be present at least one hour after finishing work.

Is there always a requirement for a dedicated fire watch, i.e. an extra person in addition to the operator? Can a risk be assessed that the executor himself can act as a fire watch for smaller works where the executor himself has a good overview of the area where work is being carried out, and there is a low area risk?
The executor can be a fire watcher where the risk of fire is low. An example of low risk could be an electrician who carries out hot work to a limited extent, for example when splicing cables in an area with little fire risk.

What prerequisites must exist in order to be able to lead an extinguishing exercise?
The person responsible for carrying out the fire-extinguishing exercise does not have to be an approved instructor in the scheme. The Norwegian Fire Protection Association has said that it must be a competent person, so if the person concerned has taken firefighting training on a safety course and the training satisfies the Fire Protection Association's requirements for training, then he can get this instructor to fill in and sign, yes.

Should fire drills be carried out every 24 months?

The extinguishing exercise must be completed within the last 24 months , and sent to post@trainor.no for registration no later than two months after passing the e-learning course. sorry about the misunderstanding

I have worked in the fire service for 21 years and am station manager and emergency manager. Do you think I am approved to conduct firefighting exercises?

Yep!

Do you have hot work (e-learning) in English? Thanks.
Yes, check the link https://en.trainor.no/app/product/elearning/A8fQq3/hot-work---certification and choose your language.

Can 1 pc 12 kg powder device replace 2 pcs 6 kg powder device?
There must be two devices/methods, this to ensure redundancy.

In the safety requirements Section 7, it is stated that the suitability of the extinguishing agents must be assessed and attached in separate documentation. How do you do that?
Assessment of suitability and quantity in own documentation must be attached to the work instructions, i.e. as a separate appendix to the instructions.

Can I watch the Webinar again?
